August Felando was born in San Pedro on February 11,
1929. He has been married to Ann for 52 years; they
have five children
and six grandchildren. His paternal grandfather, a commercial
fisherman, first arrived in San Diego in 1904, and then
moved a year later to San Pedro. During the late
1920s, and 1930s,
his father was a pioneer Captain and owner of the tuna
bait boats ADVENTURER and OLYMPIC. After graduating
from San Pedro
High School in 1947, August fished with his father for
tuna, sardines and mackerel aboard the seiners WESTERN
SKY, and
the TREASURE ISLAND. In 1958, he became the Managing Owner
of the bait boat CHALLENGER, and then negotiated its sale
to Star-kist Foods.
August has a BBA and law degree from Loyola University
of Los Angeles . He served as a Staff Judge Advocate in
the
USAF, and has been licensed to practice law in California
since 1955.
Highlights of his career in managing the affairs of the
American Tuna boat Association (1960-1991) include:
Member of the US Law of the Sea Delegation, 1971-1982
Member of US Delegations in negotiations with Latin American
and Pacific Island Governments regarding access to tuna
fishing grounds
Chairman and member of Advisory Committee to US Commissioners to the Inter-American
Tuna Commission , and member of the Advisory Committee to the US Commissioners
to the International Commission of the Atlantic Tunas
Appeared before Congressional Committees in hearings on the Fishermen’s
Protective Act, the Marine Mammal Act, and many other fisheries bills.
Negotiated multi-lateral fishing tuna fishing access agreements between the
ATA and governments of various South Pacific Island Governments during the
early
1980s
Assisted the release of US tuna vessels illegally seized or harassed by governments
of Latin America, Papua New Guinea, and the Solomon Islands, and in obtaining
relief under the Fishermen’s Protective Act. (over 220 incidents)
Represented members in negotiating collective bargaining agreements with Unions
representing crewmembers and in hearings held by the NLRB
Assisted in obtaining a change in State law regarding property taxes for documented
commercial fishing vessels.
Marketed frozen tuna landed by ATA members during 1961-1967 by conducing auctions
or by negotiated agreements with tuna canners. August Felando is also a great
asset to the Portuguese Historical Center , he is truly and inspiration to
all.
2011 Humanitarians of the Year - Cristiano & Evelina

Cristiano and Evelina married in 1954 in
Pico, Azores. They immigrated shortly after to the United
States. Cristiano went to sea as a crewman aboard a tuna
vessel. Evelina worked at Ratners Clothiers, making men’s
suits, where she helped many Portuguese to obtain jobs
as she would also do later on at Van Camps Cannery. Cristiano
also helped immigrants and employed many of them on the
fishing vessels in which he worked. Through the years,
many immigrants have sought out Cristiano and Evelina for
employment and aid.
In 1973, Van Camp Seafood and the DaRosa’s went into a partnership. On
May 24, 1974, with Evelina and their three children; Larry, Christian, and
Evelyn by his side, Cristiano launched the tuna seiner Evelyn DaRosa.
In 1993 Cristiano purchased two unfinished tuna purse seiners. The purchase
of these vessels in Portugal aided to supply jobs for many people and invested
millions of U.S. dollars into the Portuguese economy as the Capt Cristiano
DaRosa and the Evelina DaRosa were built.
Cristiano and Evelina’s involvement grew within the Portuguese community
of San Diego. They became active members of various clubs and organizations.
In 1985 Cristiano and Evelina served as the 75th U.P.S.E.S. Festa Presidents.
In the year 2000, in recognition of their efforts on behalf of the Portuguese
communities of both San Diego and Portugal, Cristiano was conferred with the
great honor of “Comandador Benemerito” (Commander in Merit). This
is the highest honor the Portuguese Government will bestow upon any civilian.
Although Cristiano and Evelina raised their children in American there is one
thing they have never forgotten and have tried to instill in them; to always
remember that even though they are American, they are Portuguese first and
foremost. They raised their family to have pride in their ancestry, their culture
and their heritage and to never forget to give back to their community.

William “Billy” Sardinha and
Italo “Itchy” Cileu have provided management
and accounting services for tuna vessels for 30 years,
starting their career in the late 70’s with Cutri
Medina Tuna Seiner Service. After working together at Cutri
Medina, a partnership was born and for the past 25+ years
Billy and Itchy have owned their own tuna vessel management
business, Sardinha & Cileu Management Inc., providing
management, consulting and accounting services to tuna
vessels and tuna industry-related companies since 1982.
Billy and Itchy are current members of the
American Tunaboat Association (ATA) and both served on
the US delegation for the Western Pacific Tuna Treaty with
the 16 Pacific Island States and the FFA. Billy also serves
as an advisor to National Marine Fisheries Service for
both the Inter-American Tropical Tuna Commission (IATTC)
and the Western Central Pacific Fisheries Commission (WCPFC).
Over the years Billy and Itchy have helped
many in the tuna industry cultivate their own businesses
by locating new crew members, getting crew members document-ready
and providing supporting services. In addition, they are
always willing to help regular crew members and their families.
Numerous people have called them for advice because of
their honesty and knowledge.
Billy graduated on the Dean’s List
from San Diego State University in 1973 with a Bachelor
of Science in Accounting. From 1974 to 1977, went on to
work with big 8 accounting firm Peat Marwick Mitchell that
is currently doing business as KPMG, LLP. He is married
to Sara and they have 4 children and 1 grandchild.
Itchy graduated from SDSU in 1976 with a Bachelor of Science in Finance. He
started to work with Billy at Cutri Medina after graduation. He is married
to Fran and they have 2 sons.
Year after year their fundraising efforts
have helped raise hundreds of thousands of dollars in support
of our UPSES Festa, community sports teams and other philanthropy.
